The Infrastructure and Amenity Master Plan (Master Plan) will provide a framework to guide the delivery of a cultural and recreational precinct for Kanamaluka/Tamar foreshore areas.
The Taskforce released its draft Vision for the Kanamaluka/Tamar Estuary in June 2021. Community consultation on what people would like to see in final version of the Vision took place in two stages between August and November 2021. Community consultation included interactions via the project website, an online survey, interactive maps, and community conversations at eight community pop-up events.
The consultation and conversations highlighted community values and priorities. The feedback received led to the 10-year Vision for the Kanamaluka/Tamar estuary being endorsed by the Tasmanian Government in July 2022.
The creation of a cultural and recreational precinct was identified as a Vision priority and is named in the Tamar Estuary Management Taskforce Phase One: Implementation Plan 2023-2027 endorsed by the Tasmanian Government in 2023.
The cultural and recreational precinct aims to revitalise the waterfront, bringing people to the water’s edge and connecting key areas of Launceston.
The Master Plan consultation process will identify and highlight infrastructure and amenity options for the precinct.

Community and stakeholder consultation was undertaken throughout March 2025 to understand current issues, opportunities and priorities for the Kanamaluka/Tamar Master Plan.
A range of methods and tools were used to engage with the community and key stakeholders including:
Feedback from the community and targeted stakeholders showed overwhelming support and enthusiasm for potential changes around the estuary.
Analysis of the collected data highlights several key trends of community priorities for the Master Plan study area. These priorities include improved access and connectivity, such as an improved trail networks with better pedestrian and cycling links, enhanced accessibility, and increased wayfinding signage. Respondents and stakeholders also noted public amenities and safety as a priority, including more accessible toilets, seating, shade, and lighting, to enhance the resident and visitor experience.
Respondents and stakeholders expressed significant interest in recreation and community spaces, advocating for expanded playgrounds, water-based activities, cultural and community event spaces, and additional sports and fitness facilities. There is also a growing emphasis on infrastructure and development considerations, including revitalised waterfront areas for commercial, cultural, and recreational use.
Finally, environmental considerations were found to be a key focus amongst respondents and stakeholders, with strong community support for habitat restoration, improved waste management, flood mitigation efforts, and educational initiatives to promote awareness of local ecosystems.
These trends collectively highlight a vision for a more accessible, vibrant, and natural waterfront environment for the Kanamaluka/ Tamar estuary.
All community perspectives provided during this consultation process have been analysed and considered in drafting the Infrastructure and Amenities Master Plan for Kanamaluka/Tamar.
This Draft Plan is being provided online to the community in June 2025, before the final Plan is developed in mid-2025.

The Master Plan will address infrastructure and amenity solutions along the upper estuary and lower North Esk River, with connections to the wetlands trial site between the Henry Street Bridge and Hoblers Bridge.
The areas in orange below will be considered within the Master Plan.

Infrastructure and amenity projects outside of these areas are beyond the scope of this Master Plan.
The Tamar Estuary Management Taskforce (TEMT) is an advisory body to the Tasmanian Government and is supported by the Department of State Growth
Community involvement in designing the future Kanamaluka/Tamar estuary is essential to ensure that the Master Plan meets the needs of stakeholders and reflects the requirements of the community that work, live and play within the foreshore and public use areas.
The feedback from the community, businesses and other stakeholders will be essential in shaping the final Master Plan.
